This paper critically reviews the range of energy efficiency indicators that can be used, particularly at the policy level.

Detailed, complete, timely and reliable statistics are essential to monitor the energy situation at a country level as well as at an international level. Energy statistics on supply, trade, stocks, transformation and demand are indeed the basis for any sound energy policy decision. The main objectives of this manual are to identify the main sectoral indicators and the data needed to develop these indicators; and to make surveying, metering and modeling practices existing all around the world available to all. This manual has been developed with a companion document, Energy Efficiency Indicators: Essentials for Policy Making, as a starting point towards enabling policymakers to understand where greater efficiency is needed, to implement appropriate policies and to measure their impact. The ultimate goal is to make improved energy efficiency not only a concept but a reality.

What is energy efficiency?: Concepts, indicators and methodological issues

This paper critically reviews the range of energy efficiency indicators that can be used, particularly at the policy level. Traditional thermodynamic indicators of energy efficiency were found to be of limited use, as they give insufficient attention to required end use services. The specific limitations and appropriate uses of physical-thermodynamic, economic-thermodynamic and pure economic indicators of energy efficiency are also considered. The paper concludes with a discussion of the per- sistent methodological problems and issues which are encountered when attempting to operational- ize all of the energy efficiency indicators. These include the role of value judgements in the construction of energy efficiency indicators, the energy quality problem, the boundary problem, the joint production problem and the question of isolating the underlying technical energy efficiency trend from the aggregate indicator.

Better monitoring and control of energy consumption and effective use of performance indicators are of utmost important for achieving improved energy efficiency performance in manufacturing for current and future enterprises. This paper aims at analyzing the current state of the art on energy related production performance indicators to derive research gaps and industrial needs in the area. The research has been conducted as preliminary step before a comprehensive effort in which the authors suggest a new methodology to develop energy related key performance indicators. Therefore, the study resulted in a clearer understanding and synthesis of the research field, gaps in scientific literature and industrial needs, hence guiding further research. Using data of 30 provinces in Mainland China during to , we find an inverse U-shaped relationship between market segmentation and energy efficiency. Although great efforts have been carried out during the last four decades to investigate the issue, focusing into measuring energy efficiency, understanding its trends and impacts on energy consumption and to design effective energy efficiency policies, many energy efficiency-related concepts, some methodological problems for the construction of energy efficiency indicators EEI and even some of the energy efficiency potential gains are often ignored or misunderstood, causing no little confusion and controversy not only for laymen but even for specialists.
